Former Executive National President, National Association of Presidential Amnesty Students Worldwide (NAPASW), Comrade Lucky O.O. Ukueku, has called on President Muhammadu Buhari to sack the National Security Adviser (NSA) Mohammed Babagana Munguno, for failing in his duty to protect the country as well as the Presidential Amnesty Programme (PAP)

The call which was contained in an Open Letter to President Buhari on Thursday, August 4, 2022, said though the security challenges in the country has led to embarrassment and the President has been blamed for it, he (Buhari) could still change the narrative by sacking Monguno.

Ukueku who rated Mungono as the worst ever NSA Nigeria has produced, said the NSA has maintained a culture of silence over insurgency and has failed to visit victims and scenes of attacks.

“Sir, I’m writing to you with regard to the present security challenges in our great country, Nigeria, today, that has brought us embarrassment and turned this country to a laughing stock before our neighbouring countries.

“Sir, though you have been disappointed by a lot of incompetent people in your administration whom you entrusted with our great country that have failed both you and this country drastically especially in the security aspect, unfortunately, all blames have been apportioned to you but you can still change the narrative, in terms of the security challenges, dollar rate and unemployment rate, etc.

“Sir, to tackle the security challenges in Nigerian, the NSA, General Muhammed Babagana Monguno must be sacked.

“This man has succeeded in destroying part of your government due to the first of its kind security challenges faced by our nation currently. I rate him as the worst ever NSA Nigeria has produced,” Ukueku wrote.

The former NAPASW National President also accused the NSA of killing the Presidential Amnesty Program (PAP) in alliance with its Interim Administrator (IA), Col. Milland Dixon Dikio (rtd.), by interfering in the scholarship scheme and not concerned about the students’ welfare, among other things; actions which could ‘lead to chaos and break down of the peace being in the Niger Delta tegion.

“He has also joined hands in killing our beautiful Presidential Amnesty Program (PAP) granted to us by our late President Umaru Musa Yar’Adua of blessed memory, by interfering in the scholarship scheme and other activities as claimed by his good friend, the current serving IA, Col. Milland Dikio (Rtd). This has resulted to the killing of the beautiful Programme,” Ukueku added.

He recalled that during the time of Kingsley Kuku, all Relationship Managers were performing their duties by going round all the partnering institutions conducting a physical verification to see if the students under the scholarship scheme were really in school, or just taking their monthly stipend by arranging with the schools; assessment of schools’ facilities to see if what was being paid for the students to benefit from each of this partnering institutions were really in place. Things like Health Centre, 24 hours power supply, free Wifi for the students to utilize the internet, standard hostel accommodation, etc., were all provided.

“The RM also carried out activities like in ensuring of laptops to PAP Students in term of their project work and other activities, and even issuing sponsorship letters to PAP Students to enable them to prove that they are scholarship students under federal government as a means of identification to avoid harassment from any security agencies, but that era has long been gone. No more honouring of First Class students with M.sc program, no more publishing the names and the numbers of students admitted into the program and those who successfully graduated with their different qualifications and grades for the public to see.

“Everything about the PAP program is dying gradually, all in the guise of “It hasn’t been approved by the NSA.”

“And this can only give birth to negativities, for example, massive protest by aggrieved Niger Deltans which can ultimately lead to chaos and break down of the peace we are enjoying in our region.”

Calling on President Buhari to ‘fast track the process of sacking the NSA’, Ukueku also called for the recruitment of a competent hand to replace him.

“I also hereby call on the President of the Federal Republic of Nigeria to fast track the process of sacking the NSA before things get out of hand. I believe there are many other persons who are competent enough that can handle the position by bringing good solutions to these areas this present NSA has failed in, he needs to be removed from office,” he added.
